Program Analyst (Case Management Services)

MES provides housing case management services to underserved individuals and families by offering wrap-around services leading to housing stability and self-sufficiency. Our programs are designed to help residents with chronic homelessness transition into stable and permanent housing.
Position Summary
The Program Analyst, with guidance from the Director of Case Management Services and the Program Managers, is responsible for the initiation of the individual and family case management services program. The Program Analyst is available to provide day to day direct assistance to the case management staff; however the main focus of the Program Analyst will be on managing processes that contribute to the overall success of the PSH Program.
Major Duties and Responsibilities:
- Attend monthly meetings with the Leadership Team, including Director of Case management Services, Clinical Directors, Housing Navigator
- Attend monthly All Staff Meetings and team meetings
- Attend weekly meetings with DHS Housing Navigation monitor
- Actively participate in MES training
- Manage staff access to HMIS, CATCH, HTH and track it internally
- Track all staff training to ensure HCA compliance with MES Training Plan (submitted annually to DHS), along with the Quality Assurance Specialist.
- Manage DCHA recertification processes and work with Program Managers, Team Leads, and Case Managers to complete recertifications within DCHA deadlines.
- Lead the local subsidy recertification process
- Conduct LRSP Application initial review, alongside Housing Navigator
- Create and manage spreadsheets for all PSH client vouchers, lease-ups, RFTA packets, and any other housing navigation and stabilization documents
- Assist with new client intake, transfer meetings, assignments, as needed
- Manage electronic file creation and completion
- Manage a small caseload and/or serve as interim case manager, if needed, to ensure clients do not have a break in services upon resignation, suspension or termination of a case manager. Program Analyst will adhere to all case manager deadlines.
- Participate in monthly supervision with the Program Managers
- Effectively communicate with Leadership Team ensure continuity of services
- Perform other duties as assigned
Minimum Requirements and Education:
- A bachelor’s degree in social work, psychology, sociology, education and counseling or other related social service/science disciplines and two (2) years’ experience serving as a Case Manager required.
- Flexibility to be available as needed for early or late reporting times in addition to the regular office hours.
- Demonstrated knowledge and ability to apply case management practices in motivating clients to achieve desired outcomes.
- Demonstrated communication skills coordinating within a team approach with internal and external customers including community agency Case Managers.
- Demonstrated strong organizational skills.
- Ability to work independently with minimum supervision.
- Bilingual English/Spanish preferred.
- Valid driver’s license.
- Current automobile insurance.
- Excellent writing skills.
- Strong Microsoft Office applications skills (Word, Excel, PowerPoint, and Outlook).
- Police and Child Registry clearances.
Working Conditions:
- This is a full-time position, Monday through Friday, 9:00 a.m. to 5:00 p.m.
- Occasional evening and weekend work may be required as job responsibilities demand.
Physical Requirements:
While performing the duties of this job, the employee will frequently sit, stand, walk, drive, and reach—prolonged periods of driving, walking, and possible meetings.
