Senior Project Manager, Capital Markets

Terrion Inc This is a remote role $200000.00 per year
Share:

Terrion, Inc. is an advanced carbon materials company building a fully domestic production pathway for synthetic graphite and graphene. Our patent-pending Carbonyx™ process converts purchased Pennsylvania anthracite into three co-produced materials, synthetic graphite powder, high-density fine-grain graphite blocks, and graphene, using a single integrated process rather than three separate supply chains.

Graphite is a designated critical material. The United States imports the overwhelming majority of the synthetic graphite it consumes, and domestic capacity is limited. Terrion exists to change that. We are venture-backed and part of the IBX family of companies. Terrion operates an active research and development laboratory in Gaithersburg, Maryland, is building out a pilot production facility near Frederick, and will build commercial manufacturing facilities at sites now being selected. We are executing federally funded programs, including work under an Other Transaction Agreement (OTA), to build production capability and deliver against government milestones.

Terrion is at the transition point between demonstrated science and manufactured product. That transition is a delivery problem, not a research problem. This role exists to execute it, first at the pilot plant and then at commercial scale.

The Opportunity

The Senior Project Manager, Capital Projects, is Terrion's on-site owner of capital project delivery. The role first leads the build-out of the pilot production facility near Frederick, from construction and equipment installation through commissioning and operational readiness, against schedules and milestones set by Terrion's federally funded programs. As Terrion moves to commercial scale, the role then leads delivery of the first commercial plant, which is expected to be a substantially larger facility at a site still being selected.

This is a hands-on role, not a supervisory layer above a controls staff. The Senior Project Manager personally builds and maintains the project schedule, cost baseline, and risk register using tools such as Microsoft Project, Primavera P6, or Excel, and is Terrion's day-to-day point of accountability for the construction, engineering, and vendor partners on each project. Technical design and engineering decisions sit with the Director of Engineering and Terrion's technical leads. This role owns the schedule, budget, coordination, and delivery around them.

What You Will Do

Pilot Facility Build-Out and Commissioning

·       Lead the build-out of the pilot production facility near Frederick, serving as Terrion's on-site project lead from construction through equipment installation, commissioning, and turnover to operations

·       Hold Terrion's construction project manager, general contractor, architects, outside engineering firm, and trade contractors accountable to committed dates, including recovery planning when schedules slip

·       Coordinate permitting, occupancy, and utility readiness with local authorities, and work with the environmental, safety, and health lead to keep the site compliant with state and local requirements

·       Drive long-lead capital equipment procurement to schedule, tracking vendors, purchase orders, lead times, delivery, installation sequencing, and warranty terms, based on specifications developed by the Director of Engineering

·       Integrate design, layout, utility, and regulatory requirements across the project so decisions are made with the full site picture in view

·       Be on site daily once construction is underway

Commercial Plant Delivery

·       Lead project delivery for Terrion's first commercial manufacturing plant, carrying lessons from the pilot facility into the commercial schedule, budget, and contracting approach

·       Establish the integrated schedule, cost baseline, and contractor and vendor structure for the commercial plant, and travel to the site as construction and commissioning require

·       Support site selection, proposal development, and capital planning with schedule basis, basis of estimate, and staffing plans

Schedule, Cost, and Risk Control

·       Build and maintain the integrated schedule and cost baseline for each project, including budget development, commitment and accrual tracking, variance analysis, estimate at completion, and resource-loading to the work package level

·       Administer scope, schedule, and cost changes through a formal change-control process

·       Maintain a risk register with a named owner and mitigation plan for each risk, and report top risks and status during program reviews

·       Prepare milestone evidence packages, monthly technical and financial reports, and quarterly program reviews, and report regularly on schedule, cost, progress, risks, and required decisions

Cross-Functional Leadership

·       Coordinate functional leads across engineering, quality, safety, environmental and health, supply chain, procurement, finance, and operations

·       Run the project operating cadence, coordinate with company leadership on agreement administration and flow-down obligations, and escalate schedule, cost, resource, or performance issues early enough to allow corrective action

·       Help establish the project management processes, tools, and systems a growing company needs to manage capital projects, track deliverables, and report performance

What You Bring

We are targeting project managers with 10 or more years of experience delivering hardware, equipment, facilities, or manufactured products against a customer's contract requirements. The strongest candidates have carried a capital expansion, new production line, new facility, or contract production program from plan to delivery, and can describe what slipped, why, and what they did about it.

·       Approximately 10 or more years of career experience, with a core focus on leading complex engineering, capital, or industrial manufacturing projects

·       Direct responsibility for sizable projects or programs (ideally $10 million or more in total value)

·       Project or program management experience involving physical hardware, capital equipment, or facility work that must be specified, ordered, tracked through lead times, delivered, installed, and supported under warranty. IT, software, and SaaS project management experience does not meet this requirement

·       Experience managing projects against an external customer's contract requirements and milestone schedule

·       Bachelor's degree in engineering, physical sciences, or a related technical field. A background in mechanical or chemical engineering is a plus

·       Demonstrated ability to personally build and maintain an integrated master schedule and cost baseline, including variance analysis, forecasting, and formal change control, without relying on dedicated project controls staff

·       Demonstrated ability to hold contractors, vendors, and senior technical personnel accountable to committed dates without direct authority over their work

·       Willingness to be on site daily during the pilot facility build-out and to travel 40 to 50% during commercial plant construction

There are no direct reports at present. The Senior Project Manager reports to the CEO, coordinates matrixed functional leads and outside partners, and promptly communicates progress, issues, and required decisions to company leadership. Technical direction remains with the CTO and the Director of Engineering, and agreement negotiation remains with company leadership.

Preferred, Not Required

·       Experience managing federally funded programs, including milestone- or deliverable-based reporting to a government sponsor. Department of War (DoW) program experience is a plus

·       Experience with Other Transaction Agreements (OTAs) or other non-FAR instruments, including milestone-based payments and cost-share accounting

·       Experience with a new facility build-out, including working with general contractors, architects, and permitting authorities

·       Capital project delivery carried through installation, commissioning, and turnover to operations

·       Background in advanced materials, specialty chemicals, energy, aerospace, or defense industrial base manufacturing

·       Early career experience in hands-on technical or engineering work

·       PMP, PgMP, PMI-SP, or AACE certification

·       Primavera P6 or Microsoft Project fluency

·       Earned value management or an equivalent performance measurement discipline

·       Experience at a company scaling from pilot demonstration to first commercial plant

Location and Work Arrangement

This role is based on site at Terrion's pilot production facility near Frederick, Maryland, with time at the Gaithersburg laboratory and corporate offices as needed. Presence at the pilot facility is expected daily once construction is underway. When commercial plant construction begins, the role requires travel of approximately 40 to 50% to that site. Relocation support is available.

Operating Environment

This is a full-time, exempt position based largely on an active construction and pilot manufacturing site, and requires personal protective equipment (safety glasses, safety footwear, hearing protection) on site. Extended hours are expected around construction milestones, commissioning events, and proposal deadlines. A hands-on, self-sufficient style is essential. This is a small, fast-moving team without dedicated project controls staff to lean on.

Compensation and Benefits

·       Base salary: $175,000 to $200,000, commensurate with experience, relevant certifications, and demonstrated record of delivery

·       10% annual performance bonus

·       Medical, dental, and vision insurance

·       Employer-sponsored life and disability insurance

·       401(k) with employer contribution

·       Paid time off and paid holidays

·       Employer-paid training and professional certification

Work Authorization

Candidates must qualify as a U.S. Person as defined under applicable U.S. export control regulations, including U.S. citizens, lawful permanent residents, and other protected individuals. Visa sponsorship is not available for this position. A security clearance is not required at hire. Future federal program work is expected to require one, so candidates must be able to obtain and maintain a U.S. Government security clearance when needed.

Equal Opportunity Employer

Terrion, Inc. is an equal opportunity employer committed to building a diverse and inclusive workforce. All qualified applicants will be considered without regard to race, color, religion, sex, national origin, sexual orientation, gender identity, age, disability, protected veteran status, or any other characteristic protected by applicable law. Reasonable accommodations are available to enable individuals with disabilities to perform the essential functions of this role.
