Position Description / Summary of Duties:

 

Technical Lead for the U.S. Army's National Ground Intelligence Center (NGIC) Combat Incident Database (CIDB) and Joint Trauma Analysis for the Prevention of Injury in Combat Database (JTAPICDB) Program.

 

Duties and Responsibilities:

 

  • Leads the development of web-based User Interfaces as well as Database Objects to enhance capabilities of CIDB and JTAPICDB web applications.

  • Acts as a Scrum Master, and conducts daily status meetings, facilitates formal/informal meetings with project stakeholders.

  • Conducts monthly sprint retrospectives and sprint planning.

  • Develops new and/or enhances existing user interfaces using PHP, JAVA, jQuery, JavaScript.

  • Coordinates and manages the development and deployment of web and database applications.

  • Works with Program Manager to establish long-term sprint schedule and identify & recommend short-term adjustments to schedules as needed.

  • Works with stakeholders to plan and develop the Application Development Road Map.

  • Ensures NGIC architecture changes are integrated with the application baseline.

  • Conducts formal and informal code reviews as well as reviews of SDLC Deliverables, including Release Notes, Release Packages, Test Plans, Test Reports, Run Books, Installation Guides, System Administration Guides, System Configuration Guides, System Requirements Specifications, Entity Relationship Diagrams (ERDs), Network Diagrams, and User Guides.

  • Coaches and mentors Junior Developers.

  • Provides broad development direction and application context to development team and coordinate with Customer SMEs, Technical POCs, and Security POCs.

  • Develops and maintains strong professional relationships with technical & managerial stakeholders.

  • Builds and presents briefings on technical architecture of application, network, & development environments including workflow and data lifecycle processes supported by the application.

  • Leads database setup, configuration, and build activities for the Development, Test, and Production environments.

  • Interacts with Information Assurance experts to ensure the database is compliant with IA requirements.

    Required Skills and Qualifications:

  • Bachelor’s degree in software development or in related field or equivalent experience in lieu of degree.

  • 8 to 10 years of hands-on IT experience.

  • Proficient in industry prevailing technologies and languages such as object oriented development, HTML, CSS, XML, JavaScript, PHP, JAVA, JQuery, and JQuery UI.

  • Understand complex database concepts and effectively employ database design techniques.

  • Possess demonstrated work experience with relational database management systems.

  • Proficiency with the software development processes including Waterfall and Agile methodologies.

  • Experience with configuration management and software testing techniques.

  • Possess significant knowledge of client/server and internet systems architectures.

  • Understand browser/client specific compatibility issues.

  • Excellent verbal and written skills.

  • Security+ CE certification. (CISSP is acceptable)

  • Must be able to complete the training and certifications required by DoD to obtain DoD 8570.01-M IAT-I (Army AR25-2) certification, within 2 weeks of hire.

    Desired Skills and Qualifications:

  • Hands-on skills with Oracle Middleware, Oracle Database, and Open Source Databases.

  • Proficient in REST, SOAP, Oracle PL/SQL.

  • Experience in a mixed UNIX and MS Windows environment.

  • Experience with range of web development tools such as Dreamweaver, SVN, Balsamiq, etc.

  • Experience with Apache Web Server.

  • Ability to research, advocate & acquire technologies e.g. IDEs, code libraries, mockup tools.

  • Experience in an Agile development environment using the JIRA, Confluence and GITLab tools.

  • Experience with integrating technologies such as PKI, Identity Provider Services, and proxy servers with software applications.

  • Familiarity with Information Assurance guidance, specifically as it relates to governmental software applications to include DISA STIGs, IAVAs and secure coding practices.

  • Experience as a Scrum Master.

  • HIPAA certification.

    Required Clearance:

  • Top Secret and Eligible for SCI

     

     

     

    Performs other duties as assigned.

     

    Education Required: Bachelors Degree desired

     

    Clearance Required: TS/SCI
